- 日本では同日の改訂より「リミットレギュレーション」に改名されたが、海外では「FORBIDDEN & LIMITED LISTS（禁止・制限カードリスト）」のままである。
これまで、日本と海外の禁止・制限カードの違いは日本未発売カード・海外未発売カードのみに留まっていたが、今回の改訂では大幅に違いが生じている。
また、このリストの適用期間は2013年12月31日（後に2013年10月11日に変更）までであり、次の改訂を11月と予告している日本とは適用期間にも違いがある。
- 日本の同日の改訂と比べ、全体的に規制強化されていることが最大の特徴である。
特に禁止カードは、OCGでは４枚増加（制限強化５枚、制限復帰１枚）したのに対し、TCGでは15枚増加（制限強化15枚、制限復帰なし）している。
制限強化されたカードは、《Monster Reborn/死者蘇生》を筆頭にデッキを問わず採用される汎用性の高いカードが多い。
また、《Heavy Storm/大嵐》の禁止カード化によって「伏せ環境」になることを警戒してか、罠カードは厳しめの制限がかけられている。
